Under the Barack Obama rules, if you wanted to help the military, if you wanted a pay raise for the soldiers, if you wanted to buy new airplanes and new ships and more munitions, a dollar for that, you had to have a dollar domestic spending. We just broke that parity. That's the biggest victory we could have had: $25 billion year over year for our military, to begin to rebuild our military, without that kind of corresponding increase in domestic discretionary spending.
ObamaCare is a massive budget buster, that it is creating massive deficits in the future. And I really believe it's going to destroy the health care plan, the health care system in America.
I think what matters is that we have to show people that we are an inclusive society that-that-that we want everyone to succeed. And I think there's more that all of us as leaders have got to do to be inclusive with people and make people feel like they're included in society.
The patient is the nucleus of the health care system.
We do not have a debt crisis right now, but we see it coming. We know it's irrefutably happening. And the point we're trying to make with our budget is let's get ahead of this problem.
I think there's always a role for Congress under every instance in every administration to conduct oversight of the executive branch.
We need to be honest with the American people about the problems and the challenges ahead and the solutions that are needed to fix them. And I would argue it's the president who has been missing in action on this front. He knows we have a debt crisis coming. All independent experts show us this. And so he hasn't even given us a budget yet. I mean, the law required that he was supposed to submit a budget the first Monday in February.
There's no "agreement." The president Donald Trump and the chief of staff called me from Air Force One today to discuss what was discussed - and it was a discussion, not an agreement or negotiation. We need border security and enforcement as part of any agreement. I think that's something the Democrats are beginning to understand.
There are instances in which American interests align with Russia and there are those where they don't. And so the question is, can we help steer Russia to being something that doesn't conflict with our interests and something that - and a country that aligns with our interests?
We think that`s necessary just as a foundation for economic growth. It`s not the jobs in and of themselves, which you do make by building bridges and things like this, but it`s the economic growth that comes from having a modern infrastructure that is in dire need of repair.
We need to upgrade and modernize America`s infrastructure.Our budget is going to have to figure out how to balance those priorities and pay for it and our big goal is to leverage the private sector dollars as much as possible so that the public taxpayer isn`t paying for all of this.
Not just the jobs building the infrastructure, but you need to have a good highway system. You need to have a good bridge system, a good pipeline system, a good canal and waterway system for economic growth to occur, for a modern economy to succeed.
You can go back and rescind an old regulation like Obama era regulations. That was done once in 20 years. We've done 14 of them in law this year alone, because they can't filibuster that.
I`d say is stimulus infrastructure spending is not instant jobs. I think the real reason the president [Donald Trump] wants to do this is because we have a crumbling infrastructure problem and you need a good modern infrastructure for economic growth to occur.
We have to sell conservatism to non-conservatives. We have to take our principles and apply them to problems and go sell them to people. We need to show that we have better ideas.
Look at the potential for America. Look at the direction we've been going. Look at the direction we need to go.
The other thing that's really important in tax reform is making sure that we don't tax American businesses at much higher tax rates than our foreign competitors tax theirs. It is costing us jobs. It's one of the reasons all these American companies are moving overseas.
Let's move forward and fix America's problems.
Donald Trump is basically giving voice to a lot of people who have felt that they were voiceless.
Donald Trump is communicating with people in America who've felt like they have not been listened to.
That's what's going to matter at the end of the day. Did we improve people's lives? Did we solve the problems that the American people need solved? Are we addressing the concerns of people who are tired of being tired?
There is a reason people in America are disappointed and restless. If opportunity seems like it's been slipping away, that's because it has. And liberal progressive ideas have done exactly nothing to help.
Let the Democrates go on making its case for more government control over every aspect of our lives. More taxes to pay. More debt to carry. More rules to follow. More judges who just make it up as they go along. We Republicans, we are committed to a federal government that acts again as a servant accountable to the people, following the constitution, and venturing not one inch beyond the consent of the governed. We, we in this party, offer a better way for our country based on fundamentals that go back to the founding generation.
Real social progress is always a widening of the circle of concern and protection. It's respect and empathy overtaking blindness and indifference. It's understanding that by the true measure, we are all neighbors and countrymen, call to each one of us to know what is right and kind and just and to go and do likewise.
There are a lot of different ways of getting Mexico to contribute to doing this. And there are different ways of defining how exactly they pay for it. [Donald Trump] has a promise that he made to the American people which is to secure our border. A wall is a big part of that.
